Prime Minister Oli directs ministers, secretaries to be goal and result-oriented

Prime Minister KP Sharma Oli has directed the ministers and secretaries of all the ministries to carry out works setting goals and becoming result-oriented for the sake of nation's development and prosperity.

In a meeting with the ministers and the secretaries held at the Office of the Prime Minister and Council of Ministers in Singha Durbar today, the Head of the Government instructed them to carry out on time the responsibilities assigned them remaining within the parameters of the existing Acts and Regulations.

He also directed all the ministers, secretaries and project chiefs to enter into performance agreement and to move ahead delegating their authority, stressing on giving first priority to providing smooth and efficient services to the citizens.

PM Oli on the occasion underscored on proceeding ahead determining the periodic plan and goals for each day, week, month, quarter, half-year and the whole year.

Directives for effective service delivery

The Prime Minister called for putting to an end the compulsion to stay in line for accessing services at various government bodies and for making arrangements for hassle-free services. He directed the government officials to make arrangements for easily getting the driving license, passport, the National Identity Card and other documents.

"The secretaries also brought some topics to the floor in the meeting on Sunday. That is not enough. Work for the interest of the nation and the people while remaining under the Constitution and laws," he asserted.

The PM stated that he has put his views being cognizant of the present situation rather than based on data.

'Present status of work not satisfactory'

Prime Minister Oli instructed the ministers and secretaries to carry out works in an effective way, saying the present works were not satisfactory.

"I had said that the government had to be changed since the existing situation was not satisfactory. Two largest parties in parliament are in government now. These parties have contributed to the social and economic change in the country. Although these two parties are sometimes small in size, they have a big history, capacity, contribution and perspective," he explained.

Government has no excuse to fail

Stating that the government has unprecedented challenges before it, the Prime Minister said the government has no excuse to fail.

"This is the last hope. This government was not formed to fail as well. The government becomes successful anyhow. We will not be successful if we do not perform and sit idle. Determination is required for success," he reminded.

Noting that the government under his leadership will last for two years, he said he will tender his resignation a week ahead of the completion of the two-year term. The PM asserted that the Nepali Congress President Sher Bahadur Deuba would head the government until the election after that.

"The incumbent government was formed with an objective of maintaining peace, and good governance as well as delivering easy and smooth service to the people. You must be clear on it. The government formed to do something for the nation and is not biased. It will move ahead making right evaluation of the performance", PM Oli underlined.

Operation of ship and train

The Prime Minister demanded progress about the issue of operating its own ship and train by the country. Stating that ship would be operated at the feasibility-study conducted places, he directed to carryout activities in this regard.

Don't be afraid to make decisions

Saying a situation of being afraid while making decisions by employees would be ended, he urged them to give up the mindset of being trapped while making decision and not to feel any sense of insecurity.

PM Oli stressed, "Our main aim is to make Nepal prosperous, Nepali happy and end poverty. More than 20 per cent population is under poverty. We have to end it within few years. Let's fulfill our responsibilities for the same."

He laid emphasis on the need of increasing domestic production and productivity. "We have to make a plan regarding the export of petroleum products, not only for domestic consumption by excavating petroleum mine in Dailekh. There is immense potential of energy production including hydropower and hydrogen. We can export branding drinking water. These potentials should be changed into reality", he explained.

The Prime Minister questioned why meeting allowance is needed for regular work, he urged not to take unnecessary allowance. He instructed all ministries and bodies to fulfill their responsibilities and duties in order to achieve sustainable development goals by 2030.

The provision of not allowing carrying more than 25,000 of large denomination Indian currencies should be amended, he explained.

Stressing on the need of ending the practice of spending cent percent current expenditure but not being capable to spend up to 50 per cent capital expenditure should be ended, PM Oli asked to clear the payment of dairy farmers and construction entrepreneurs.

Similarly, Prime Minister Oli instructed to take the issue of suspension of agricultural insurance subsidy seriously. He insisted on addressing the complaints of businessmen not getting VAT refunds. He directed to stop all individual subsidy programmes, even though the collective subsidy programmes run under the Ministry of Agriculture are necessary. Similarly, he also instructed to conduct regular monitoring and inspection regarding the status of implementation of plans and programmes.

While raising the issue of delays in the work of big and national pride projects, PM Oli gave instructions to facilitate the work if there is a legal problem. Prime Minister Oli also informed that the government will organize the Everest dialogue soon. He also instructed to proceed with the National Talent Award distribution process which has been stalled for the last few years.

Giving instructions to be responsible for controlling revenue leakage, the Prime Minister emphasized that the scope should be increased rather than the tax rate. He said that the monetary policy has shown a good effect and the market has also started running. He also gave confidence that not only the capital market but all sectors will gradually improve.

Instructions to complete construction of Dharahara as soon as possible

Prime Minister Oli instructed to complete the construction of the Dharahara as soon as possible and put it into operation.

"The Dharahara has been built, but people have not been able to climb it. He further instructed the authority concerned to manage necessary arrangements for its operation. He also mentioned that new sources of income will be added after the operation of Dharahara.

100 days work progress

Prime Minister Oli also mentioned that 100 days work progress of each minister will now be sought. So he instructed the ministers to work day and night. "You should be clear about what you want to do in 100 days, and you should make a report in 100 days about what your respective ministries have done. The works to be written in the report should be satisfactory and comprehensible," PM Oli said.
