The 14th meeting of the eighth session, which is also the budget session, of the National Assembly of Province 1 was obstructed today. When the session was about to start at the scheduled time lawmakers of CPN (Maoist Centre) rose from their seats and started protesting.

Even after repeated requests from Pradeep Kumar Bhandari, Speaker of the assembly, the protesting lawmakers refused to allow the session to be held.

After the session was adjourned Ram Kumar Rai, a lawmaker, mentioned that when questions related to certain topics concerning the provincial Ministry of Physical Infrastructure Development were raised, Ambir Babu Gurung, the respective minister, had responded in a discourteous and irresponsible manner. Rai said that the minister should apologise in the National Assembly for this behaviour.

Rai further added that until and unless Minister Gurung tendered an apology at the assembly the session would be obstructed. He also said there were talks doing the rounds that the government was planning to draft another budget so the concerned minister should address this issue.

He also stated that once the details of the income and expenditure of the budget for next fiscal year had already been discussed at the assembly the government cannot bring another budget. It is unconstitutional, he said. If the government did want to bring another budget it had to be discussed at the assembly, he added.

Meanwhile, today’s meeting has been postponed to 12:30 pm on Tuesday.
