PM calls for competent & impartial judicial actors

Prime Minister Sher Bahadur Deuba has said courts and judges should be competent, independent and impartial with a positive thinking and high moral values to ensure justice to the people.

Speaking at a program organized by the Ministry of Law, Justice and Parliamentary Affairs here Wednesday on the occasion of Civil Code Day, 2079, he said that everyone should contribute from their respective side to ensure justice to the common people in an easy and efficient manner by implementing the civil code fairly and effectively.

Commemorating the day of enforcement of the new civil code on 17th of August 2018, the 17th of August every year is celebrated as the Civil Code Day.

Prime Minister Deuba on the occasion mentioned that the civil code is a great achievement in terms of the administration of justice in the country, which he said have contributed significantly to make the judicial administration system agile and effective. "Good laws play an important role in putting the concept of the rule of law into practice," he said.

Saying massive changes and reforms have been made in country's civil and criminal legal system, Prime Minister Deuba said however the justice system is yet to become efficient as per the expectations of the people.

There is still a condition where people have to wait for long to get justice, especially people from marginalized community and poor community have no easy access to the justice and process to get legal remedy by ordinary people is very complex and expensive and court procedures are still traditional and lengthy, he said, adding that all should be committed to provide justice to the people in a easy way by making drastic changes in the justice system.

Also speaking at the function acting Chief Justice Deepak Kumar Karki shared that laws related to civil and criminal code has replaced the Civil Act as well as adopted national and international practice.

Stating that the code has specialized the law, he expressed the view that this has contributed to establish a just society and peace in the country.

Likewise, Minister for Law, Govinda Prasad Sharma (Koirala) said that civil code is not only the continuity of civil act but a massive reform has been made in the legal sector.

Attorney General Khamma Bahadur Khati laid emphasis on the need of timely amendment and review in the laws of the country.

President of Nepal Bar Association, Gopal Krishna Ghimire, officiatig Secretary of the Law Ministry, Phanindra Gautam also expressed their views on the occasion.
