Chief Minister of Karnali Province Jivan Bahadur Shahi has adopted the policy of coordination and cooperation with local levels as per spirit of constitution. Shahi said it during a workshop on ‘local government operation’ organized for newly elected people’s representatives in Birendranagar on Friday.
He claimed that the policy and programmes the government brought forth recently had addressed well the issues of local level. “Budget will also focus on local level,” Shahi informed.
Local level is the closest government to people, he said, urging the newly elected representatives to not indulge in corruption and irregularities.
The CM argued that Karnali region failed to gain the pace of development as the budgets in the past were allocated based on number of populations.
The three-day workshop cum orientation is organized by the Ministry of Federal Affairs and General Administration, and Karnali Province government for chiefs and deputy chiefs of all 79 local levels of Karnali Province. It is coordinated by Province Good Governance Centre.
On the occasion, Chief Secretary of Karnali Province government, Raj Kumar Shrestha, viewed that coordination and cooperation among all tiers of governments is key to institutionalization of federalism. Cooperation is imperative for the implementation of concurrent rights of province and local levels, he said, adding that local levels are given more responsibility via policy and programmes, and budget.
At the workshop, the participants demanded that the institutions/structures of federal and province governments in district must be disbanded and development works implemented via local levels. Chairperson of Sinja Rural Municipality Purna Prasad Dhital viewed that people were yet to realize the development because three tiers of government were running without togetherness.
